Der Präsident der "Paneuropa-Union" pendelte zwischen Demokratie und Diktatur, zwischen 1933 und 1936 setzte er große Hoffnungen in Mussolini. In dieser Phase präferierte er ein "Faschistisches Paneuropa", von dem er sich nach der Annäherung Mussolinis an Hitler wieder distanzierte. Das Buch ist zugleich ein Beitrag zur Erforschung der Europaidee im faschistischen Italien.
